Estaugh Estates Discovery House was founded on a simple belief:

Young people deserve more than a safe place to stay. They deserve a place where they can grow.

Estaugh Estates is being developed as a small, community-based residential program serving adolescents age 13 and older whose needs can be safely supported within a non-secure residential setting.

Our approach combines structure and accountability with warmth, encouragement, youth voice and meaningful opportunities.

We want every young person who enters our home to understand that their current circumstances do not define their future.

Our mission is to provide adolescents with a safe, structured and supportive residential environment that promotes stability, personal growth, self-advocacy, healthy relationships, independent-living skills and successful transitions into their next chapter.

Our vision is for young people to look back on their time at Estaugh Estates as more than a placement.

We want them to remember a period of their lives when they felt safe enough to have fun, supported enough to grow, encouraged to discover their strengths and empowered to imagine what their future could become.

Meet Our Founder

Chelsea S. Spruell

Founder & Executive Director

Chelsea S. Spruell founded Estaugh Estates Discovery House from her professional and personal experiences supporting children, adolescents and families.

Her background includes more than five years of Commonwealth of Pennsylvania human-services and casework experience, more than 1,100 hours of City Year service supporting Philadelphia youth, residential counselor and youth-care experience, and experience as a treatment foster parent since 2021 caring for children and adolescents with diverse needs and life experiences.

Chelsea earned a Bachelor of Science in Psychology from Pennsylvania State University in 2015 and is currently pursuing a Master of Science in Industrial/Organizational Psychology at National University.

As a 2011 Brook J. Lenfest Scholarship recipient, Chelsea also experienced firsthand what it means for someone to invest in a young person's potential. That experience continues to reinforce one of the beliefs behind Estaugh Estates: young people need opportunity, encouragement, meaningful experiences and people who believe in what they can become.

Residential care should not be an experience a young person simply survives. My goal is to create a home where young people can thrive—building confidence, creating positive memories, developing lifelong skills, and leaving stronger than when they arrived.”
